Instructions

Soak the washed rice for 20 minutes, then boil in plenty of water until tender. Drain and allow to steam under a towel for 5 minutes for maximum fluffiness.

Heat oil until hot and add mustard seeds; once they pop, stir in the curry leaves, peanuts, and chiles, frying for a minute or two.

Add the shallots and cook until they are soft, caramelized, and sweet.
