Heat the olive oil in a large Dutch oven or pot over medium heat until it shimmers. Add the sliced garlic and red pepper flakes, cooking until the garlic is fragrant and just begins to turn golden at the edges.
Stir in the chard stems and golden raisins. Cook until the stems begin to soften and lose their raw crunch, about 5 minutes.
Add the chard leaves and water to the pot. Cover and cook, stirring occasionally, until the leaves are completely wilted and tender, about 3 to 5 minutes.
