Instructions
Whisk the flours, baking soda, salt, and yogurt in a bowl, then create a well to incorporate the water and eggs into a smooth, thick batter and set aside to rest.
Sauté the onions in oil for about 15 minutes until they turn sweet and caramelized, then stir in the chiles, salt, pepper, and tomatoes before removing from the heat.
Ladle small rounds of batter into a hot oiled pan and let them set for a minute until small bubbles appear on the surface.
Spoon the tomato mixture onto the batter, flip the pancake over, and cook for another minute until the bottom is golden and the middle is cooked through.
